Hearing how various international institutions speak about armed groups in Haiti, a novice observer or someone unfamiliar with the country’s socio-political situation might believe that a wave of banditry has simply swept over us, inflicting this scourge. However, the truth is quite different.
It is, rather, a scheme orchestrated by imperialist powers, particularly the United States of America, in concert with the reactionary political class — a group of agents in their pay — whose ultimate goal is to divert the country from its current trajectory and steer it toward a path they themselves have chosen. This is the same method used by Europeans after Christopher Columbus landed in the Americas in 1492, where they encountered indigenous peoples living peacefully and in harmony with nature.
They arrived under the guise of a message of peace, but once they discovered the riches of these peoples, they waged war against them, enslaved them, and seized their lands and resources, ultimately bringing them to the brink of annihilation. Haiti, a nation born of an armed struggle to expel these same colonizers, is now experiencing the same scenario. They arrive as friends and “good Samaritans,” only to completely destabilize us.
Today, they return with fine speeches, grandiloquent rhetoric, and an international force supposedly meant to stabilize us, even “civilize” us. Yet, it is they themselves who, through an exceptionally aggressive campaign, have dismantled all the structures of the state and the country as a whole. They have created a society more divided than ever and established a government unconditionally subservient to them.
They have taken advantage of this to plunder or destroy everything we possess, whether natural resources or our tangible and intangible heritage. It is in this context that the Organization of American States (OAS), an institution serving U.S. imperialist interests and under the influence of Donald Trump’s administration, has intervened once again to dictate the course of action for any upcoming election.
According to the OAS’s Secretary General Albert Ramdin, speaking at a press conference on Haiti on Fri., Sep. 11, 2026: “Whether at the presidential, local, or legislative level, my position is very clear: anyone with ties to criminal organizations should not be allowed to participate in elections.”
The modalities of the Haitian electoral system cannot originate from the OAS. Such a statement from this hemispheric organization clearly demonstrates the extent to which the country is losing its sovereignty; worse still, no one in the Haitian political class is able to assert the contrary or correct the situation.
Isn’t the OAS simply pushing the country further into ruin? Ramdin doesn’t need to suggest that “the verification and control method is the responsibility of the Haitian authorities.” He only has to decide for himself who should participate and who should not, clearly trampling on the nation’s dignity. Obviously, imperialism has captured the Haitian state, which, in reality, no longer exists. It believed it had found a way to manipulate national opinion with illusions and contradictions. Is it preparing to provoke electoral tensions, if not an explosive situation, or even a civil war whose consequences could forever destroy what constitutes the nation’s strength: its people?
The pretext they have chosen is the “gang” phenomenon, a phenomenon unleashed upon the country, just as they have destroyed our Creole pigs, our coconut trees, and all our agricultural and industrial enterprises. Who in Haiti doesn’t have ties to the “gangs,” these organizations you hear Ramdin talking about, under the guise of a Haitian patriot? Everyone, and not the least suspected. The United States itself created the conditions that spawned the armed groups and destabilized the nation.

They created the virus, and the CIA spread it by paying local media to suppress certain information while disseminating lies through human rights networks. There’s this infamous lie claiming that “gangs” are hindering the country’s stability; when in fact, that’s precisely why the virus was created. What they want to hide can’t be hidden forever. We would like the OAS to tell us: which local institution or international organization operating in the country has “no” contact with the “gangs”?
First and foremost, Washington does! It not only gave birth to the “monster,” but through regular contact, it continues to perpetuate it. American, French, Canadian, and European Union diplomats maintain lines of communication with various armed groups even as they label them as bandits.
What was Albert Ramdin alluding to when he declared, “Some politicians have ties to gangs”? If the OAS leader is speaking this way today, it is because he believes certain imperialist and neocolonialist objectives have been achieved. Thus, in order to pursue the policy of destabilization, he states: “It’s a well-known fact. I’m not in a position to say who, or where, which ones. But the fact is that it is a concern.”
When Ramdin speaks in this way, it is only to create an atmosphere of confusion, while saying: “But let me be clear on this point. I am speaking openly, and I am not talking about all politicians. It is therefore important to specify that this is neither about all political candidates nor the entire political class.”
This balancing act, both insulting and otherwise, is simply aimed at further dividing Haitian society. You will never hear these people advocate for a national dialogue to build a national project for the benefit of the country. Their objective is to sow division in order to better rule and present themselves as providential saviors offering flawed solutions. This imperialist blackmail, relayed by his lackeys, notably Albert Ramdin, one of the spokespeople for the conspiracy theorists, has only exacerbated tensions.
Banditry is not the cause of Haiti’s problems; it is the result of the criminal policies initiated in Haiti in the 1980s through the neoliberal project launched under President Ronald Reagan’s administration. Furthermore, we reaffirm today, as we always will, our rejection of all imperialist machinations, beginning with these rigged/announced elections. If you are looking for a political party in the country that has not been involved in the formation of these “gangs” and has no ties to them, rest assured: it does not yet exist!
The United States cannot be excluded from the issue of “gangs” in Haiti; they are the primary culprits, the absolute owner, and the sole master. It is the policy of social inequality, exploitation, and imperialist domination that breeds these groups. Everything they are plotting under the false pretext of fighting against them is nothing but a maneuver aimed at destroying the democratic gains obtained by the Haitian people since the fall in 1986 of the dictatorial and bloody Duvalier regime.
