The U.S. is trying to convert the Kenyan-led, U.S.-financed Multinational Security Support (MSS) mission into a UN Peace-Keeping Operation (UNPKO).
Its efforts are facing resistance from Russia and China, which called a UN Security Council meeting on Nov. 20 that Dan Cohen addressed.
